Alipay, similar to paypal, is an online payment service. You can apply for an alipay through your taobao account. To register you need to select "overseas" account, otherwise registration keep asking for a Chinese ID number.
Its difficult to deposit money into alipay account for foreigners, you can get Chinese friends to topup or buy a prepaid topup card. Foreign account holders can only use alipay to pay but no refund of money, I read there is a limit of Y500-1000 per transaction and daily limit of Y3000-Y20000 depending on the bank you use. Taobao rules changes, its best to check it out for yourself.
Log in to taobao, on top of the page click 我的淘宝 ，next to your name click 我的支付宝，请先实名认证
